Office on the DisabledParking Meter Exemption ProgramIntroductionAny person with a disability who is physically unable to activate a parking meter may apply to the Office on the Disabled for a Parking Meter Exemption Permit. Only persons with disabilities who drive are eligible. Eligibility & ApplicationEach participant must:1. Have a permanent disability that makes the applicant unable to activate a parking meter because of a Return completed application to the Office on the Disabled, City Hall, Room 30, St. Louis, MO 63103. UsageOne set of permits will be issued for a maximum of two vehicles. If the applicant uses adaptive technology to operate a vehicle and seeks two sets of permits, the applicant must demonstrate that each vehicle is equipped with that adaptive technology. Permits must be permanently affixed and displayed unobstructed, one on the front windshield on the passenger side and one on the rear windshield on the passenger side. These permits do not replace your Missouri placard or license plates for persons with disabilities. Proper identification, i.e., placard or license plates is still required when using disabled parking. Family members or friends using the vehicle must feed the meter if the person with a disability is not driving the vehicle. These permits are only valid in the City of St. Louis. All parking meter restrictions, including, for example, No Parking after 4:30 p.m., and time limits like 2-hour meters, etc., still apply with the PMEP permits. For example, the permit holder may not park longer than 2 hours at a 2-hour meter. AppealAny person with a disability who has been denied a Parking Meter Exemption Permit may appeal in writing within ten (10) working days to the Parking Meter Commission, 133 South 11th Street, Suite 510, St. Louis, Missouri 63103. The Commission will hear the appeal within two weeks from receipt of the appeal and render a decision within one week of the hearing.
