The Board of Estimate and Apportionment

According to the St. Louis City Charter, the Board of Estimate and Apportionment shall consist of the Mayor, Comptroller and President of the Board of Aldermen. The Board of E&A is the City's executive branch of government and approves all City real estate purchases, appropriations and the City's annual operating budget.
The Board of Estimate and Apportionment meets on the third Wednesday
of the month at 2:00 p.m. in the mayor's board room located in Room
200 of City Hall. The following are the scheduled meeting dates for
calendar year 2009.
