Welcome to the City of St. Louis, Missouri, Collector of Revenue’s web page. I am Gregg Daly, Collector of Revenue for the City of St. Louis, Missouri. The responsibility of the Collector of Revenue is to collect real estate taxes, personal property taxes, earnings taxes and water bills fairly and efficiently. As a service to the taxpayer, we also collect payment for the Metropolitan Sewer District.

From the Collector’s Desk:

When attending the various neighborhood or organization meetings that I frequent, I am often asked the question of: “Why must I make my check out directly to you, Gregory F.X. Daly, Collector of Revenue?”, or a question of some semblance. The answer comes from the Uniform Commercial Code of the Missouri Revised Statutes. Section 400-003.110, Paragraph 2, Section 4 states that:

“If an instrument is payable to an office or to a person described as holding an office, the instrument is payable to the named person, the incumbent of the office, or a successor to the incumbent”.

Our office collects funds in this manner in order to operate in full compliance with the Revised Statutes. This particular statute reduces the possibility of fraud and ensures that all funds deemed payable to the County of the City of St. Louis, are deposited by said entity.
