CDA's Lead-Based Paint Policy

Requirments for Contractors

The City of St. Louis must come into compliance with HUD regulations governing lead based paint hazards and Section 1017 of the Residential Lead-Based Paint Hazard Reduction Act of 1992, which is often referred to as Title X.

With the mission of providing lead-safe housing in projects as required by Title X, the Community Development Agency (CDA) is developing a comprehensive lead-based paint hazard control program policy based on the following:

• State certification will be required of any workers engaged in lead inspection, risk assessment and abatement, lead paint evaluation, lead paint abatement, and rehabilitation activity resulting in paint disturbances in buildings determined to contain lead-based paint.

• Education and disclosure of the presence and risks associated with lead-based paint must be provided to all prospective residents and purchasers, not-for-profit housing corporations, contractors and subcontractors.

Contractors that perform work on CDA assisted projects, whether they are housing development or home repair projects, should immediately initiate applicable Title X requirements, including the process of obtaining state certification.
