Non-Commercial Use Policy

The St. Louis CIN and MOREnet Acceptable Use Policies state that "It is not acceptable to use the network for commercial activities, including, but not limited to, commercial solicitation of business." Commercial activity means that a user may not advertise commercial products using a St. Louis CIN connection or server, sell products or services directly through using a St. Louis CIN connection or server, or use electronic mail accounts for the furtherance of commercial activities.

St. Louis CIN content providers may:

  • Accept donations from individuals and commercial enterprises to support their content
  • Provide a list of commercial enterprises in the community, as a public service. Such business listing could include address and phone number and a brief description of the product or service offered by the business. The format and depth of coverage should be consistent throughout the list and all businesses must have the opportunity to be listed.
  • Place a company logo on a public information web page sponsored by that company Promote business in general, i.e.. economic development or tourism, but not promote an individual business. For example, a community may promote their retail businesses, but not promote ABC store and DEF store to the exclusion of other stores.
  • Hot link from company logos or business listings to company home pages on commercial Internet service providers.

St. Louis CIN content providers may not:

  • Sell access
  • Sell home pages to commercial enterprises
  • House home pages/web sites of commercial enterprises
  • Promote individual businesses
  • Permit commercial enterprises to sell/advertise through a St. Louis CIN connection or server.
  • Use an email account to aid commercial activities; including listing email accounts on business cards.
  • Provide links or lists of commercial enterprises on a fee basis: i.e., pay a fee to the member/affiliate to get your business listed in a community directory.
The essential criteria for areas that are not specified above is usage. If the specific usage:
  • promotes the public good,
  • is consistent with the MOREnet mission statement,
  • is consistent with the St. Louis CIN mission
then that activity is probably within the bounds of being acceptable. If St. Louis CIN content providers have questions or desire a determination of acceptable use, they should contact the St. Louis CIN Help Desk at 622-3400 ext. 815 or email userhelp@stlouis.missouri.org.
